Inactive or Expired Washington License? The Right Steps Back to Work

November 4, 2026 · 6 min read

Decision flow diagram showing Washington real estate license pathways: inactive activation by length of inactivity, late renewal for recently expired licenses, and reinstatement or initial licensing for canceled licenses.

Path 1: Returning from an Inactive License

An inactive license remains renewable, but you cannot provide brokerage services while inactive¹. You do not need continuing education (CE) just to renew on inactive status. However, you must still renew every two years and pay the required fees; otherwise, your license can expire and eventually be canceled.

To activate:

  • Affiliate with a firm.
  • Submit DOL’s License Transfer and Activation form, signed by the designated broker or an authorized branch manager²³.
  • Confirm that your fingerprint background check is current within six years⁴.

DOL lists no fee for activation itself³.

Your education obligations depend on your circumstances. A “clock hour” is one hour of approved instruction.

(i) Inactive less than one year. When you activate, you attest that you completed the required CE⁵.

(ii) First-renewal (post-licensing) requirements still outstanding. “Post-licensing” refers to the 90 clock hours of education required for your first active renewal, completed after you were first licensed⁸:

  • 30 hours of Advanced Practices
  • 30 hours of Real Estate Law, including three hours of fair housing and consumer protection instruction⁷
  • 30 hours of approved continuing education

Inactive status does not erase this obligation. You may not go inactive to avoid CE or post-licensing requirements⁵. A director-approved 30-hour Advanced Practices or Real Estate Law course may satisfy both a long-inactive activation requirement and the matching first-renewal requirement⁶.

(iii) Inactive more than three years. You must complete a 30-clock-hour real estate course within the year before applying for active status. The statute exempts license holders employed by the state who conduct real estate transactions on the state’s behalf¹. The statute says “more than three years,” while the rule says “three or more years”⁶. If you are near that anniversary, confirm your requirements with DOL. For inactivity between one and three years, there is no universal 30-hour activation course; check with DOL about your specific requirements.

Ongoing CE. After the first renewal, Brokers need 30 hours every two years, including three hours of fair housing⁹. The total must also include a 3-hour core course taken within the preceding 24 months¹⁰. A Broker who never took the initial six-hour fair housing course may also need to complete it⁵.

Example: Maria completed her first renewal, then renewed on inactive status on time for four years. Because she has been inactive for more than three years, she needs a 30-hour course completed within the past year, a current background check, firm affiliation, and the activation form. She should ask DOL whether she has any other outstanding requirements, such as the initial six-hour fair housing course.

Path 2: Reinstating an Expired License

A license expires two years after issuance if renewal requirements are not met¹¹. You cannot practice while your license is expired.

Recently expired (within one year)

You can renew late by completing the CE owed for that renewal and paying the late fee: $273 for a Broker ($233 regular fee plus $40 late fee) or $370 for a Managing Broker¹²¹³.

Canceled less than two years ago

If DOL does not receive the renewal fee within one year after expiration, the license is canceled¹¹. Within two years of cancellation, special reinstatement requires¹⁴:

  • 60 clock hours of approved coursework completed within the year before applying, with at least 30 hours in Real Estate Law. DOL states that Advanced Law does not substitute¹³.
  • All back renewal fees, with penalty, at current rates.
  • A $100 reinstatement fee.

Because the total amount due varies, email realestate@dol.wa.gov with your full name and previous license number to confirm your eligibility and the amount due¹³.

Long-expired: more than two years after cancellation

You must meet the initial licensing requirements, including the applicable exams and qualifying education¹⁴. The exam fee is $210¹³. Older qualifying-course certificates may no longer be usable, so ask DOL to confirm whether your course timing meets the requirements.

The two-year clock runs from cancellation, not expiration, giving you roughly three years from the original expiration date:

  • A license that expired June 30, 2024, was canceled June 30, 2025. In late 2026, it is still within the special-reinstatement window.
  • A license that expired June 30, 2023, was canceled June 30, 2024. By late 2026, it is on the initial-licensing route.

Timeline showing that a Washington real estate license can be renewed late for one year after expiration, is then canceled, and can be specially reinstated within two years of cancellation before initial licensing is required.

Reinstatement and activation coursework generally cannot be applied toward ordinary renewal CE⁵.

Why One Renewal Package Doesn't Fit Everyone

A long-inactive Broker who never completed a first renewal has very different obligations from a Broker whose license recently expired. A generic course bundle may leave gaps or include duplicate hours that cannot be reused.

Verify your requirements with DOL, take only DOL-approved courses¹⁵, and keep an education ledger listing each course’s title, completion date, hours, purpose, and prior use. For more information, see Don't Let Your Washington Real Estate License Expire.

Fees are current according to DOL’s schedule and subject to change.
